HM Land Registry has ambitious plans for the future. Through clear statements in the Chancellor’s 2016 Autumn Statement and the 2017 Housing White Paper “Fixing our broken housing market” the Government's priorities for land registration are clear.
HMLR is focusing on how best deliver those priorities and support the strategically important land and property market - and continue to provide security for the financial sector who secure over £1trillion of mortgages against property through the register. Delivering in the most efficient and digital way, its ambition is to become “the world’s leading land registry for speed, simplicity and an open approach to data”, aligning not just with its vision and values but also its heritage.
HMLR now needs to appoint a General Counsel with the drive and energy to work with Executive and Land Registry Boards in taking HMLR on its crucial journey in the public interest. The post holder will also hold the role of Deputy Chief Land Registrar deputising for the Chief Executive & Chief Land Registrar on land registration matters, as required.
The location of the role is flexible, but you will be expected to spend at least 2 days per week in Head Office in Croydon.
The Role
Operate at Executive Board level, and reporting to the Chief Executive, contribute fully to the corporate leadership, strategic direction, and management of HMLR, ensuring delivery of core priorities and participating in the transformation programme.
- Act as the principal legal adviser to the Land Registry Board, the Chief Executive, the Executive Board and the wider organisation on all legal matters; responsible for the legal framework for land registration in England & Wales and its administrative application by HMLR.
- As head of profession, lead a team of some 170 people across the country, building their capability as a cohesive team as well as developing frameworks to enhance their skillsets and self-confidence.
The Person
A Solicitor or Barrister qualified in England & Wales with following skills and experience to act as General Counsel and as Deputy Chief Legal Registrar.
- Demonstrable capability to lead a large legal function, with the communication and management skills to lead and motivate staff
- Evidence of improving service delivery, through improvements in customer experience, internal productivity and staff engagement.
- Ability to build and maintain positive relationships with senior external stakeholders, within Government and outside of Government, including legal stakeholders & representative bodies.
- Experience of land law and land registration is not pre-requisite but would be advantageous; public law knowledge and experience is also desirable.
