Head of Legal & Deputy Monitoring Officer

A Head of Legal is required to join a local authority in the Yorkshire on a temporary basis for a period of 6+ Months whilst permanent recruitment takes place.

Our client is ideally looking for someone to be the lead on governance matters across the council and provide light touch management across the legal service.

This role is offered on a hybrid working basis with the expectation of attending the office once per week. Due to the nature of the role, the client would like someone to take on the position on a full time basis however part-time candidates who can commit to 4 days per week will also be considered.

This role is suitable for a qualified Solicitor or Barrister with Deputy Monitoring Officer Experience gained within Local Government.

The post will ideally run for a period of 4 months initially and will further extend depending on permanent recruitment. The post will be mainly remote however the successful Monitoring Officer will be required to attend the office for committee meetings and other meetings across the council.

Duties will include;

  • Acting as a line manager for 5 managers across the Legal and Information Governance Team
  • Providing advice and guidance on the Council's constitution and dealing with complaints under the councillors Code of Conduct
  • Advising the Local Authority in various day to day legal issues as Principal Legal Advisor and member of the senior management team
  • Liaising with external Democratic Services function and carrying out the role of Monitoring Officer
  • Providing training on governance to colleagues and being responsible for governance audit
  • Acting as the adviser to various committees
  • Advising on high profile strategic projects as well as liaising with external auditors
  • Assisting the Director of Law and Governance and deputizing when necessary
  • Advising on and drafting responses to complaints made under the Council's Corporate Complaints Procedure and complaints made to the Local Government Ombudsman
  • Giving advice related to Election Law
  • Carrying out the Council's Performance Development Review cycle to review the performance and development of the wider team
  • Assessing needs and carrying out the relevant training and CPD as appropriate
  • Undertaking administrative duties such as the registration of electors and the organisation of elections i. processing postal votes, canvassing properties during office hours
